التحوط وأدواته
تقوم البنوك بالتحوط (Hedging): وهو الاحتماء من خطر تقلبات الأسعار في: المواد الأولية والبضائع، وصرف العملات، والأوراق المالية .
وكمثال على ذلك لو أن تاجراً سورياً اشترى بضاعة من الولايات المتحدة الأمريكية بمبلغ مليون $ تُدفع بعد 3 أشهر، وكان سعر الصرف وقت العقد 50 ليرة؛ فإذا بقي سعر الدولار ثابتاً فإن عليه أن يدفع 50 مليون ليرة، أما إذا ارتفع سعر الدولار 10% فإن عليه أن يدفع 55 مليون ليرة، أي زيادة قدرها 5 مليون دولار .
وللحماية والتحوط من تقلبات الأسعار يحاول أحد الأمور الآتية :
حل أول: يشتري الآن مليون $ ويحوزها عندها ليدفعها وقت تنفيذ العقد، غير أن لهذا الأمر مساوئ اقتصادية من حيث تجميد أمواله وتقليل السيولة النقدية لديه .
حل ثاني: يمكنه استثمار المبلغ خلال المدة التي ينتظر بها دفع الالتزام .
وهذان الحلان لا إشكال فيهما من الناحية الشرعية .
حل ثالث: ابتاع أسلوب المراجحة (Arbitrage) الزمانية والمكانية، وتعني: شراء شيء لإعادة بيعه في زمان آخر أو مكان آخر .
حل رابع: يشتري من احد المصارف مليون $ بسعر صرف يتفق عليه يقبضها بعد ثلاثة أشهر، وهذا صرف مؤجل غير جائز؛ سداً للذريعة، أما إذا كان الأمر على سبيل المواعدة على الصرف فجائزة، ولكن بشرط أن تكون المواعدة غير ملزمة .
وهنا يأتي دور المصرف الذي وعد العميل بالصرف، وأمامه أحد أمرين
أ – يشتري مليون $ ويستثمرها بعائد ثابت محدد، مع أنه بذلك يخسر عائد استثمار الليرات، فيلجأ إلى حساب الفرق بين العائدين، فإذا كان عائد استثمار الدولار أكبر من عائد استثمار الليرة فالمصرف يحط من سعر الصرف ويكون الفرق لصالح العميل، أما إذا كان عائد استثمار الدولار أقل من عائد استثمار الليرة فإن المصرف يزيد من سعر الصرف على العميل بمقدار الفرق .
وفي هذا الأمر إشكال شرعي من حيث عدم تحديد سعر الصرف بين المصرف والعميل .
ب- القروض المتبادلة بين المصارف؛ لأغراض التحوط، وهذه القروض المتبادلة جائزة من الناحية الشرعية ولو اختلف العملات بين القروض المتبادلة، ولو لم تتكافأ؛ إذ لم يعتبر ذلك صرفاً، بل هو من قبيل وضع كل مصرف مَا لَهُ من عملات أجنبية تحت تصرف الآخر؛ فهو إذن من قبيل التبرع بالإقراض من كل طرف للآخر قرضاً مؤجلاً، وهذا الحكم مخرَّج على قول فقهاء المالكية في جواز تأجيل القرض، مع ملاحظة أن لا يُصار بالمسألة إلى درجة الاشتراط: أقرضك بشرط أن تقرضني، فعندها تصبح المعاملة غير جائزة .
حل خامس: تستخدم البنوك أدوات عديدة، منها :
عقود الآجال (Forwards). المستقبليات (Futures). الخيارات (Options). المقايضات (Swaps).
وفي الإجمال: انقسم الفقهاء المعاصرون في موقفهم من هذه العقود إلى فريقين :
فريق يرى أن فيها رهاناً أو غرراً أو ربا .
وفريق يرون إباحتها وأدلتهم على ذلك لا تخلو من كلف وتطويع للنصوص للوصول إلى الإباحة .
وبالتأمل يُلاحظ أن هذه العقود تتألف من عمليات عقود صورية؛ لا يراد منها الاستثمار الحقيقي .
فالمراهنة (المضاربة) على صعود الأسعار أو هبوطها، وعدم تقابض البدلين، والاكتفاء بتقابض فروق الأسعار، وتحويل المصافق (البورصات) من أسواق منتجة إلى مجرد نوادٍ (كازينوهات) للقمار؛ مما يؤدي إلى زيادة في التقلبات التي تحاول البنوك تجنب مخاطرها .
وقد برزت هذه العقود في إحدى الإدارات الحديثة للبنوك، ألا وهي إدارة المخاطر .
تعريف إدارة المخاطرة: هي اسم أعطى للعملية المنظمة والرسمية التي تعمل على إيجاد التوازن بين المخاطر الموجودة والفرص المتاحة، وذلك لكي يوازن بينهما في القرار النهائي .
أهمية إدارة المخاطرة: باتت إدارة المخاطر المالية تشكل التحدي الأكبر الذي يواجه المصارف التي تحاول جاهدة تطبيق السياسات والممارسات الحديثة لإدارة المخاطر المالية المتنوعة والمتزايدة .

إن هدف إدارة المخاطر هو التأكد من أن نشاطات البنك وعملياته لا تتعرض لخسائر غير مقبولة، ومراقبة الأخطار ومتابعتها التي قد يعترض لها البنك بهدف الكشف المبكر عن أية انحرافات وتجاوز لسقوف الأخطار المحددة من قبل الإدارة العليا وتخفيض الأخطار التي قد يتعرض لها البنك في هذا الجانب إلى أدنى مستوى ممكن .
